VO Laos will need to build four new international airports INTRO: Laos will need to build four new international airports as the existing four of Wattay, Luang Prabang, Savan and Pakse will be unable to accommodate growing air transport in the coming decades, a minister told the cabinet. STORY: Minister of Public Works and Transport Dr Bounchanh Sinthavong told the recent meeting between the government cabinet, Vientiane Mayor and provincial governors when he presented a strategic plan on airport development. The minister said, the planned expansion of the passenger terminal at Wattay International Airport would enable the airport to accommodate about three million passengers a year, which would make it capable of handling growing air transport until 2028, The airport which now has an apron that can accommodate 48 parked aircraft and can land as large as 350-seat airplanes has no more space available for further expansion being located near the city centre. Therefore, the government needs to build a new larger international airport to handle the growing air transport industry. According to him, A new international airport must be built outside the city. Construction of the new airport is expected to begin in 2025 and complete before 2030,” he told the meeting, referring to the strategic plan. It is expected that a new international airport will be in use by 2030.” The new airport will be built to accommodate as large as Boeing 747, Airbus 330 or equivalent airplanes. Dr Bounchanh said the existing international airport located near the city centre had limited space for expansion. However, the minister did not give details about a time plan for construction of the new airport. The strategic plan also spells out the need to improve domestic airports in provinces including Oudomxay, Luang Namtha and Xayaboury, while the one in Huaphan is under construction.

VO Laos develops four major airports to Asean standards INTRO: Laos has developed four major airports to Asean standards, which will provide linkages or hubs in the region for air transport and transit services, and facilitate regional production networks, trade and investment, and tourism. STORY: The government has selected airports in Vientiane and the provinces of Luang Prabang, Savannakhet and Champassak as Asean airports. According to a senior official from the Ministry of public works and Transport's Civil Aviation Department, the four airports selected can handle large aircraft. Wattay International Airport in Vientiane, for example, can accommodate Boeing 747s. While Luang Prabang and Pakxe airports cannot accommodate aircraft of this size, they can handle aircraft that have up to 170 seats. Savannakhet airport cannot accept aircraft larger than the ATR-72 or that have more than 70 seats. The government plans to build a larger airport in Savannakhet, Laos has 12 airports including four nominated as acceptable within Asean that can provide services of international standard. The other airports are only used for domestic flights. The Asean airport scheme is part of preparations for Asean connectivity, including the Asean single aviation market. Asean will implement its Open Skies policy in late 2015. It is believed that, Open Skies will be an important component of the overall economic integration of Asean, since transport links are critical to bringing down barriers to trade, and facilitating change. Asean Open Skies will allow carriers from member states to fly freely only within the region while excluding ‘seventh freedom' rights, which allows airlines to carry passengers or cargo between two foreign countries without any continuing service to their home countries.

STORY: A senior official from Lao Airlines, said the airline had conducted a year-long survey of people who might want to fly between Vientiane and Attapeu but few people responded positively so no flights were currently planned. While commercial activities are growing in Attapeu province due to its shared border with Vietnam, there are few tourist attractions so there is little call for flights to the southernmost province from travellers. Lao Airlines is keeping an open mind on the sector and may operate flights in the future but it will al l depend on the potential revenue that can be generated. Laos' other domestic airline, Lao Skyway, is also not operating flights to Attapeu. Some planes belonging to Vietnam's Hoang Anh Gia Lai Group occasionally land and take off from the new airport. Attapeu International Airport was completed in April after a construction period of three years. It was handed over to the Lao government by the Hoang Anh Gia Lai Group, which funded construction through an interest-free loan of more than US$36.1 million (almost 300 billion kip). The airport is located in Xaysettha district, about 26km from Attapeu provincial capital. The runway is 1,850m long and 30m wide and can accommodate aircraft that have 70 to 100 seats. This airport is considered as a significant project in spurring socio-economic development, attracting investment and boosting tourism, as it links Attapeu to other regions through public transport and air freight. Of the four southern provinces of Champassak, Saravan, Xekong and Attapeu, only Champassak and Attapeu have an international airport.

VO Flights have yet to land at Attapeu International Airport INTRO: Flights have yet to land at Attapeu International Airport since the new runway and terminal building opened at the end of last year. According to A Lao Airlines official, who did not wanted to be named, the airline was currently not operating flights to Attapeu because of low demand. STORY: Lao Airlines may start flights from Vientiane to Attapeu after the rainy season. According to the Lao Airlines official, the airline was currently not operating flights to Attapeu because of low demand. Weather conditions from now until early October mean this is the low season for tourists, so it is unlikely there will be any flights until the high season gets underway in better weather. Earlier in the year Lao Airlines had planned to operate two flights a week between Vientiane and Attapeu. The plan was that on the return journey the flight would transit at Pakxe International Airport in Champassak province to pick up passengers wanting to travel to Vientiane. This plan did not materialise but Lao Airlines can provide an aircraft to take passengers to Attapeu if they arrange a charter flight. The runway at Attapeu is 1,850m long and 30m wide and can accommodate aircraft that have 70 to 100 seats. The airport is located in Xaysettha district, about 26km from Attapeu provincial capital. Construction of the airport began in May 2013 and was completed in April this year. The Hoang Anh Gia Lai Group (HAGL) funded construction of the facility through an interest-free loan of more than US$36.1 million (almost 300 billion kip). Lao President Choummaly Sayasone and Vietnamese President Truong Tan Sang officially opened the new Attapeu International Airport on May 30. It is expected that the airport will help to spur socio-economic development by attracting investment and boosting tourism, as it links Attapeu to other regions through public transport and air freight.

VO The government plans to expand Wattay airport's international terminal INTRO: The government plans to expand Wattay airport's international terminal, Minister of Public Works and Transport Sommad Pholsena the government also plans to build a new domestic terminal to handle the growing number of passengers passing through Vientiane. STORY: Minister of Public Works and Transport Sommad Pholsena made the announcement last week when he gave an interview to local media while attending the government's four-day open meeting. The meeting took place in Vientiane and ended on Thursday. The planned expansion and development of the two terminals is expected to be funded by financial assistance that the Lao government will request from Japan. The Minister said, the government is negotiating with the government of Japan, Minister of Public Works and Transport Sommad Pholsena said, the airport's runway and parking area, as well as its aviation operating systems, still have sufficient capacity to accommodate growth. It is only the international terminal that needs to be enlarged, and a new domestic terminal needs to be built. At its full capacity, he added, the airport is capable of handling 120 aircraft landings per day. According to the Aviation Department, the Japan International Cooperation Agency has hired a consulting company to help evaluate the planned expansion and development. Many facilities at the airport were improved to increase capacity in the run up to the 9th Asia-Europe Meeting Summit, which Laos hosted in November last year. Prior to the summit, the government of Japan handed over the Japan-funded multi-million US dollar aircraft parking apron and VIP Hall at Wattay International Airport to the Lao government. The airport upgrade also saw the installation of additional security equipment and fire fighting vehicles, X-ray inspection devices, a metal detector, explosive trace detector, an ARFF vehicle, rescue vehicles, and other items. Laos has recorded steady growth in air passenger arrivals over recent years. In 2010, the national carrier Lao Airlines recorded only about 500,000 passengers, but in 2012 this figure jumped to about 900,000. This was further boosted by the growing tourism industry, which recorded tourist arrivals of 3.3 million in 2012, up 22 percent compared to the previous year. In response to this growth, Lao Airlines has purchased more aircraft to increase its service capacity. A new Airbus A320 arrived in Vientiane recently bringing the total number owned by the carrier to four, in addition to the several ATR aircraft that Lao Airlines owns.

Welcome to Laos ... We have just crossed the border and the friendship bridge from Thailand into Laos. Our first morning there and we wake early to go get some much needed supplies at the fresh food markets. This is the way most people prefer to shop in Laos, rather than a supermarket that westerners are used to.. Also a look around the streets of Vientiane and what it's like to live in Laos. Lao President Choummaly Sayasone and Vietnamese President Truong Tan Sang opened the new Attapeu International Airport on Saturday in a bid to promote trade, investment and tourism. Speaking at the opening ceremony, President Choummaly said the new airport was part of government efforts to develop transport and communications infrastructure in Laos. “This airport is a significant project in spurring socio-economic development, attracting investment and boosting tourism, as it links Attapeu to other regions through public transport and air freight,” he said. Attapeu International Airport was handed over to the Lao government on Saturday by the Hoang Anh Gia Lai Group (HAGL), which funded construction of the facility through an interest-free loan of more than US$36.1 million (almost 300 billion kip). The airport is viewed as an outcome of the wise leadership of the politburos and governments of Laos and Vietnam. Speaking on the occasion, Vietnamese President Truong Tan Sang said the airport would more closely link Vietnam, Laos and Thailand and facilitate the growth of trade and tourism. Also attending the ceremony was Deputy Prime Minister Somsavat Lengsavad and Attapeu provincial Governor Dr Nam Viyaket, along with other officials from Laos and Vietnam. Construction of the airport began in May 2013 and was completed last month. The airport is located in Xaysettha district, about 26km from Attapeu provincial capital. The runway is 1,850m long and 30m wide and can accommodate aircraft that have 70 to 100 seats. Lao Airlines is considering operating two flights a week between Vientiane and Attapeu. On the return journey the flight will transit at Pakxe International Airport in Champassak province to pick up passengers wanting to travel to Vientiane. Attapeu and Champassak airports are about 200km apart. Passengers can obtain more information from Lao Airlines ticketing agencies. The option of an air route between Vientane and Attapeu is good news for people wanting to save time as the bus journey takes one and a half days. Of the four southern provinces of Champassak, Saravan, Xekong and Attapeu, only Champassak and Attapeu have an international airport. By Khonesavanh Latsaphao (Latest Update June 1, 2015)
